Dependent - A dependent platform refers to a piece of software that was targeted at a specific platform. A game is a prime example of this as some games are only available for a certain console. This means if you were to buy an Xbox One, you would only be able to play the games you buy on the Xbox One. An example of a dependent game is Forza Motorsport as its only available on Xbox.
Independent - Independent platforms refer to software that has been made to work on all platforms, A great example of an independent platform is Call of Duty, this is because its available on all platforms from Xbox to PC, this also makes more money for the publishers as they get people buying it on all platforms. This means they have more money to develop other games to keep the community happy. The reason some games stick to one platform is either because they don't want to spend the money developing it for other consoles or the game has been bought to be an exclusive for a certain console
